Traditionally, the teacher is the one who dismisses the class, although some schools may utilize a bell system to signal the end of a period. Asking for more than about half a minute is unreasonable, and at that point, students are justified in saying, "I have other responsibilities and my time is valuable." They can then take proper steps to ensure their continued learning and development are not hindered.
