The Future of Recreational Marijuana Legalization in Minnesota

It is reasonable to expect that it may take 10 to 30 years, or potentially longer, for full legalization to be achieved across the country.

Minnesota, in particular, faces challenges in its pursuit of legalization. The state has a well-organized anti-marijuana lobby that influences public and political opinion. In 2019, a research project at the state university demonstrated that cannabis smokers consistently performed lower on exam grades. Additionally, many Republican politicians, while supportive of marijuana legalization, recognize that there is only a 30% statewide support for recreational use legalization, which poses a significant obstacle.

Elections and Future Prospects

After the elections in 2020, the bill is likely to reach a vote in the state legislature. While there is no guarantee of passage, it is not overly optimistic to predict that it will eventually be approved. The success of such legislation will depend on the nature of the regulations attached to it. It is important to note that this last bill was barely satisfactory from a regulatory standpoint, mirroring the difficulties seen in medical marijuana legislation.

If the medical marijuana use is to serve as a reference point for recreational use regulations, a waiting period of six more years might not be unwise to ensure effective and fair regulations. This could be especially true if the current bill struggles to gain the necessary support.
