All officers under the Government of India need to register on the esampada portal, which is managed by the Ministry of Urban Development. This portal handles the entire enrollment process and manages the seniority of officers based on various parameters such as pay level, length of service, category (General or reserved), and in some cases, the Central Staffing Scheme (CSS) officers who serve on a tenure basis.

Bidding for Quarters

Interested officers who wish to be accommodated by the government must participate in a bidding process for quarters. The process involves the following steps:

Enrollment on the esampada portal. Placement of preferences for quarters based on preferred location and other details. Automatic allocation based on relative seniority.

Each individual can provide up to 20 preferences during the bidding process. The allocation is conducted monthly and the seniormost candidate in the preferred list is guaranteed a quarter. It's important to note that not everyone in the enrolled list bids for quarters; some may prefer to find private accommodations.

ASO Accommodation Specifics

Administrative Staff Officers (ASO) hold pay level 7 and are entitled to Type III quarters. Currently, it takes approximately 10 years of seniority, coupled with a bit of luck, to secure a good location in these quarters. The bidding process for ASO is particularly challenging and competitive, with juniors often getting the opportunity when seniors do not opt for these quarters.

Personal Observation
